Hawks don't read stop signs

I saw a hawk flying down the street this morning near the beach. it was about 10 feet above the ground and heading toward the marsh...it blatantly ran straight through the stop signs at two intersections and then rustled a small group of other bird. Not sure if it got one, but it was interesting to see something as free as a hawk in the same setting as something so restricting as a stop sign.
